Actually, it doesn't. You can grab the quest at the Inn, and can go to Skyreach with LFG specific dungeon. I find it to be by far the most useful item rewarded with Inn quests. And it even works outside of Draenor, which I find useful for old raid grinding. Though summoning is indeed faster.
